Flood Response: Waterway and Debris Clearance Grant Program

The Washington Military Department’s Washington Military Department Emergency Management Division has announced a competitive $3.1 million grant program to support county-led debris removal and waterway clearance projects related to the December 2025 severe weather and flooding events identified under Emergency Proclamation 25-07.2. The Flood Response: Waterway and Debris Clearance Grant Program is designed to protect public safety and critical infrastructure, reduce downstream flood risk, restore waterway capacity and improve long-term community resilience through targeted debris removal activities in impacted rivers, streams and waterways.

Eligible Washington counties may apply directly or partner with flood control and special purpose districts to implement projects focused on urgent flood mitigation and debris clearance needs. Funding priority will be given to projects demonstrating significant immediate life safety concerns, downstream flood risk reduction, protection of critical infrastructure and readiness to proceed. The program emphasizes rapid implementation, measurable mitigation benefits and coordination with permitting agencies to accelerate recovery and resilience efforts statewide.
