A new Hazard Mitigation Grant Program (HMGP) round is now available in Washington State through the federal Major Disaster Declaration DR-4650-WA, which was declared on March 29, 2022, for severe storms, landslides and flooding that occurred in January 2022. HMGP grants are not intended for response or recovery actions. Instead, they fund activities that reduce the long-term, future impacts of natural disasters.

HMGP provides cost-share grants to eligible entities for cost-effective mitigation projects, new Hazard Mitigation Plans and Plan updates. WA EMD encourages local jurisdictions, special-purpose districts, qualified non-profit organizations, state agencies, and federally recognized tribes to submit Pre-Application Forms expressing their interest in applying.

Announcements

The Consolidated Appropriations Act of 2022, passed by Congress and signed into law by President Biden on March 15, 2022, includes an administrative provision that directly impacts the required federal cost-share percentage for selected FEMA grant rounds, including six of Washington State’s Hazard Mitigation Grant Program (HMGP) rounds. 

Eligible entities are invited to submit Pre-Applications expressing their interest in applying for grant funding under the DR-4650 HMGP Round. Pre-applications will not be accepted after the deadline: July 8, 2022.

While HMGP grants are available to eligible entities statewide, funding priority for this round will be given to the below-listed jurisdictions specifically named in FEMA’s DR-4650 disaster declaration, including all eligible entities located within them. Prioritized entities must still meet all eligibility requirements and submission deadlines.

Confederated Tribes of the Chehalis; Cowlitz County; Franklin County; Grays Harbor County; Hoh Tribe; Jefferson County; Klickitat County; Lewis County; Mason County; Nisqually Indian Tribe; Pacific County; Quinault Indian Nation; Shoalwater Bay Tribe; Skagit County; Skamania County; Skokomish Indian Tribe; Squaxin Island Tribe; Swinomish Indian Tribal Community; Thurston County; Upper Skagit Indian Tribe and Wahkiakum County.

Application Timeline

EMD administers the Hazard Mitigation Grant Program using a two-step application process: (1) submission of a Pre-application Form and (2) submission of a full application package (upon invitation).

DR-4650 Pre-application forms are due by July 8, 2022 to be considered for funding under this HMGP round. Applicants can submit more than one proposal (only one proposal per form).

Pre-Application Documents

This short document provides EMD basic information about applicant eligibility, proposal eligibility and overall suitability for HMGP. State EMD staff will review submitted pre-application forms and provide direct feedback to the applicant.
