DR-4635 HMGP Application Round

A new Hazard Mitigation Grant Program (HMGP) round is now available in Washington state through the federal Major Disaster Declaration DR-4635-WA, which was declared on Jan. 5, 2022 for flooding and mudslides that occurred in November 2021. HMGP provides cost-share grants to eligible entities to fund cost-effective mitigation projects as well as new hazard mitigation plans or plan updates.

Announcements

The Consolidated Appropriations Act of 2022, passed by Congress and signed into law by President Biden on March 15, 2022, includes an administrative provision that directly impacts the required federal cost-share percentage for selected FEMA grant rounds, including six of Washington State’s Hazard Mitigation Grant Program (HMGP) rounds. 

Eligible entities are invited to submit Pre-Applications expressing their interest in applying for grant funding under the DR-4635 HMGP Round. Pre-applications will not be accepted after the deadline: June 3, 2022. See the documents below for more information:

While HMGP is competitive and open to all eligible entities in the state, grant applications from eligible entities within the declared counties listed below will be given priority consideration. Eligible entities are invited to submit Pre-Applications expressing their interest in applying for grant funding under the DR-4635 HMGP Round.

  • Clallam County, Lewis County, San Juan County, Hoh Indian Tribe, Lummi Nation, Skagit County, Island County, Nooksack Indian Tribe, Swinomish Indian Tribal Community, Jefferson County, Quileute Nation and Whatcom County

Application Timeline

EMD administers the Hazard Mitigation Grant Program using a two-step application process: (1) submission of a Pre-application Form and (2) submission of a full application package (upon invitation).

DR-4635 Pre-application forms are due by June 3, 2022 to be considered for funding under this HMGP round. Applicants can submit more than one proposal (only one proposal per form).

FEMA’s Hazard Mitigation Assistance Unified Guidance (2015 edition) covers all requirements related to the DR-4635 HMGP round (e.g., applicant and proposal eligibility, funding caps, cost shares, information on specific project types, and other programmatic details).
