A new Hazard Mitigation Grant Program (HMGP) round is now available in Washington State due to two recent Major Disaster Declarations: DR-4584-WA, federally declared on March 04, 2021 (Severe Storms, Flooding, Landslides, and Mudslides), and DR-4593-WA, federally declared on April 08, 2021 (Winter Storm, Straight-Line Winds, Flooding, Landslides, and Mudslides. HMGP provides cost-share grants to eligible entities to fund cost-effective mitigation projects as well as new hazard mitigation plans or plan updates.

Announcements

The Consolidated Appropriations Act of 2022, passed by Congress and signed into law by President Biden on March 15, 2022, includes an administrative provision that directly impacts the required federal cost-share percentage for selected FEMA grant rounds, including six of Washington State’s Hazard Mitigation Grant Program (HMGP) rounds. 

Eligible entities are invited to submit Pre-Applications expressing their interest in applying for grant funding under the DR-4584/4593 Unified HMGP Round. Pre-applications will not be accepted after the deadline: Sept. 1, 2021. See the documents below for more information:

While HMGP is competitive and open to all eligible entities in the state, grant applications from eligible entities within the declared counties listed below will be given priority consideration. Eligible entities are invited to submit Pre-Applications expressing their interest in applying for grant funding under the DR-4584/4593 Unified HMGP Round.

  • DR-4584: Douglas, Ferry, Franklin, Kittitas, Lincoln, Okanogan, Pend Oreille, Skamania, Whitman, Yakima Counties; Colville Indian Reservation, Yakama Nation.
  • DR-4593: Clallam, Columbia, Cowlitz, Grays Harbor, Island, Jefferson, Klickitat, Lewis, Mason, Okanogan, Pacific, Pend Oreille, Skagit, Skamania, Snohomish, Spokane, and Wahkiakum Counties; Puyallup Tribe of Indians.

Application Timeline

EMD administers the Hazard Mitigation Grant Program using a two-step application process: (1) submission of a Pre-application Form, and (2) submission of a full application package (upon invitation).

DR-4584/4593 Pre-application forms are due by Sept. 1, 2021 to be considered for funding under this HMGP round. Applicants can submit more than one proposal (only one proposal per form).

Pre-Application Documents

This short document provides EMD basic information about applicant eligibility, proposal eligibility, and overall suitability for HMGP. State EMD staff will review submitted pre-application forms and provide direct feedback to the applicant.
