1st Home Pass

Return Time:  5 p.m.
Location:         Road in front of Academy (Carver St.) in between main Academy building and portable classrooms

  1. ELIGIBLE Cadets will be released to family members who are authorized for pick up and have a valid ID. NO exceptions. If someone other than an authorized pick up person will be picking your Cadet up, we need permission IN ADVANCE and IN WRITING from an authorized pick up person naming who will pick up your Cadet. They must have a valid ID.

  2. Pick up location is Pendergast Park.
    (1199 Union Ave W • Bremerton)
    As you arrive at the park, approach the table for your Cadet's platoon and follow the instructions of the Cadre. You will need your ID. You will receive an envelope with information inside. The envelope is your ticket to get your Cadet. Some of you may be directed to see the Nurse at a separate table where you will receive your envelope once you have completed what the Nurse needs done. READ THE INFORMATION CAREFULLY!

    •      a) Grade report: We need you to sign and return the receipt to us!!
           b) Residential Life report: A detailed report of your Cadets performance outside of the classroom.
           c) Letter of expectations: What your Cadet needs to remember while on home pass.

      The Cadets will arrive at Pendergast Park.

  3. Drop off location is WYA. DO NOT BE LATE!! IT IS THE RESPONSIBILITY OF THE CADET TO BE ON TIME. NO EXCUSES FOR BEING LATE. LEAVE HOME EARLY ENOUGH TO GET TO THE WYA ON TIME. Make sure Cadets are in proper uniform. Females: NO MAKE UP. PERIOD!

  4. Please try to arrive at Pendergast on time. We understand that you work and that it's Friday, but remember that it's very difficult for those few Cadets who are waiting for their families and they aren't there on time.

  5. Those Cadets who have restrictions or a complete revocation of their home pass will be notified in advance. There is no need to call us to see if your Cadet has been cleared for home pass. If you haven't heard from us by telephone telling you that your Cadet has been restricted or has lost his/her home pass, plan on being here on time. The WYA will make every effort to communicate with families about Cadets who are in jeopardy of losing their home pass in plenty of time for you to make necessary plans, however, the WYA reserves the right to restrict a Cadet's home pass should their conduct warrant such action. Cadets are responsible for their actions. We appreciate your support on this point.

  6. Be advised that this home pass time is for families to reconnect. We recognize that they have made some impressive improvements, but their journey has just begun. After six weeks, they are closer to the person they were than the person they are working to become; and we want all of them to return safely and drug free.

  7. For cadets that live in the Yakima, Spokane, Wenatchee, Tri-Cities, Bellingham and Vancouver areas, we will allow the families to purchase flights for the first Home Pass.  Flights for these hometown areas are allowed the second Home Pass ONLY if the cadet returns on-time on September 3rd. To ensure maximum accountability and fairness for all Cadets, WYA requires that all Cadets travel ONLY on the flights listed in the attached “Home Pass Flight Information Memo”, without exception. Families who wish to utilize this option, must make arrangements in advance. Please follow these guidelines:

    1)    Parents will purchase tickets for home pass by the following dates:
    a.    1st Home Pass 1 – 3 SEP 2018: Purchase tickets by: 23 AUG 18 & email to their Platoon LT or MSG by 23 AUG 18.
    b.    2nd Home Pass 21 – 27 NOV 2018: Purchase tickets by: 11 NOV 2018 & email to their Platoon LT or MSG by 11 NOV 2018.
    2)    If parents DO NOT purchase tickets 10 DAYS PRIOR to Home Pass, they must pick their cadets up for Home Pass at the release time.  Parents and families are not authorized to purchase tickets after the proposed dates.

    Late arrangements and/or alternate flight times will NOT be authorized. There are specific flights that work best with the training schedule for the home pass period. If you are not able to book on the specified flights listed on the “Home Pass Flight Information Memo”, flying during Home Pass will not be an available option for your cadet. All flight arrangements made will need to be communicated to your cadet’s Platoon Supervisor NO LATER THAN the dates identified above.

    ** Home Passes must be earned and are not guaranteed simply because flights were purchased; if a cadet loses Home Pass time, Washington Youth Academy WILL NOT be held responsible for additional cost or money lost due to Cadets losing their home pass. Every effort will be made to communicate with Parents regarding behavior issues that could jeopardize a Cadet’s home pass, which could happen as late as the day of home pass.

Family Day

 SUBJECT: Family Day Facility Rules and Expectations
This memo outlines our expectations for you and your Cadet for the upcoming Family Day event. Please take time to read it carefully and help us ensure your Cadet has a successful experience. It is expected that family and friends conduct themselves in a manner consistent with the high standards of the Washington Youth Academy. We ask that you treat the park grounds with respect and abide by the rules detailed below so that everyone can have a memorable Family Day experience.

READ THIS CAREFULLY!! REFER TO THE POSTED PARK DIAGRAM FOR AUTHORIZED / RESTRICTED AREAS.

1. Event begins at 10:00 am and ends at 4:00 pm. The location is Pendergast Regional Park. Cadets will depart WYA at 9:00 am and march to Pendergast Park. Families will sign their Cadets out at the softball field nearest to the pavilion by the basketball court. Cadets will be signed out to an AUTHORIZED GUARDIAN. There will be a 100% ID check.

2. Tailgating from vehicles will NOT be allowed. All vehicles must park in the main parking lot at Pendergast Park. DO NOT bring campers, 5th wheel trailers or motor homes and/or cooking equipment that cannot easily be transported to your picnic area. They take up too much room and must remain in the parking lot. Cadets are NOT allowed into the parking lot for ANY reason. Parking along the curb in front of the Soccer Center is not allowed (This is a fire lane). There is no parking or driving on the grass at Pendergast Park. The parking lane nearest the Soccer Center will be closed for Soccer Center customers. This area will be clearly marked with signs.

3. Family Day is an outdoor picnic/BBQ event. Families must plan to bring shelter (tents/canopies), chairs, table and/or blankets for the event. You may bring tents/canopies to put on the lawn. With all the recent rain, it is recommended that you bring a tarp to keep blankets from getting wet. All tents/canopies must remain open on one side, to allow staff to have a view of the interior. All tents/shelters need to be properly secured (staked or weighted down). The Soccer Center will not be available for WYA families. Families may use the outdoor softball field, soccer fields, basketball and volleyball courts. No skateboarding is permitted at Pendergast park. There will be too many people around.

4. The WYA Boosters will be set up at the pavilion near the basketball court.

5. The bathrooms at the pavilion near the basketball court will be open. For your convenience, portable toilets will be located at the north and south ends of Pendergast Park. Remember, the Soccer Center will NOT be available for WYA families.

6. Cadets are not allowed in vehicles for any reason at any time. This includes unloading and loading. You packed your vehicle, you will need to unpack your vehicle.

7. Please respect each other by using only the space needed for your group. We realize some families are large, however, we ask that you allow every family the opportunity to have a good spot. Picnic areas are available on a first come, first served basis.

8. Cadets must stay in uniform at all times!! Unauthorized clothing items (hats, jackets, sunglasses, footwear) are not permitted. Cadets may use their phones in their family areas. Cadets are not authorized to walk around the park with headphones on. This is a uniform violation.

9. This is Family Day, not boyfriend/girlfriend day. Cadets caught alone with boyfriend/girlfriend risk having their Family Day cut short. Cadets are prohibited from inappropriate displays of affection while in uniform. Please support the Cadets to conduct themselves respectfully and professionally.

10. Most of Pendergast Park will be available to picnic (Refer to the posted diagram: The authorized areas for Cadets/families are clearly marked in green and yellow). At Pendergast Park, all off limits area will be identified with yellow caution tape. No vehicles will be allowed behind the Soccer Center building. Cadets who leave the authorized area will have their Family Day privileges revoked and receive disciplinary action. The parking lot and the Soccer Center are off limits to Cadets.

11. Open flame Cooking (gas and charcoal grills, sterno, chafing trays, propane stoves, etc.) are permitted on park grounds. NO CAMPFIRES ALLOWED. THERE WILL NOT BE ACCESS TO ANY ELECTRICAL POWER AT PENDERGAST PARK. DO NOT DUMP CHARCOAL EMBERS ON THE GROUND, IN TRASH CANS OR IN THE DUMPSTER!!

12. Again, Campers/RVs are not allowed. There is no space for campers in the area we have reserved and Cadets are not allowed in the parking lot.

13. The WYA Family Day is a tobacco/alcohol/drug free event. Please respect this rule. If you are a smoker, smoke in the far end of the parking lot away from your Cadets. This also includes chewing tobacco, vaping and e-cigarettes. Please set the right example for your Cadet.

14. Pets are allowed and must be on a leash at all times. You are responsible for removing animal waste.

15. In the event of inclement weather, the Director may authorize a day pass until 4:30 pm. This decision will be made by the Director on Sunday, if necessary and only in the event of severe bad weather. Light rain is not severe bad weather. Come prepared with rain/cold weather clothing and shelter for Family Day.

16. Families need to start packing/cleaning up between 3:45- 4:00 pm. At 4:00 pm, Cadets will begin forming up for accountability and will march back to WYA. All families should be leaving Pendergast Park between 4:00-4:30 pm. We know you will be feeding them lots of good food. Plan on them having enough to sustain them until 7pm. We will NOT be serving a hot dinner. They will be given a good snack at 7:30pm, but I doubt they will want it!

17. WE ASK THAT FAMILIES CLEAN UP AFTER THEMSELVES AT THE END OF THE DAY. TRASH CANS AND A DUMPSTER HAVE BEEN PROVIDED FOR THIS REASON. YOUR CADETS WILL BE CLEANING UP THE PARK AFTER YOU LEAVE. THE MORE TRASH LEFT BEHIND, THE MORE YOUR CADETS WILL HAVE TO CLEAN UP.

2nd Home Pass

Graduation is right around the corner. Cadets will be required to secure placement in order to graduate the program. These are ideal days for you to schedule appointments with your Cadet's school to re-enroll.

Graduations

17-2 Post-residental Graduation

Date: Nov. 18
Time: 1 p.m. to 3 p.m.
Location: Bremerton High School (new location!)     

Cadets should maintain regular contact with their case manager to receive their formal invite. This event is for friends, family and the cadets of the 17-2 cycle, who have successfully completed the full 18-month Youth Academy program. This is not for the 18-2 friends and family.       

18-2 Commencement Date

Time:               10 a.m.
Location:         Bremerton High School Performing Arts Center, 1500 13th Street, Bremerton, WA

No balloons. No airhorns. No large signs (nothing that will block others' views). Due to higher demand for the WYA opportunity over the years, the commencement ceremony has grown. Scheduling conflicts in December prevent us from securing a venue large enough to support extra seating for more than the immediate family at this event.  Please plan on no more than SIX family members (This is a one ticket increase from previously mentioned). We will also be providing a separate ticket to the cadet’s mentor. Doors will open at 9 a.m. Only one guardian listed on the cadet’s file will be permitted to collect all six tickets unless written permission for another is provided in advance. IDs required at “will-call” tables that day.
